Purpose:
The purpose of the policy is to establish the forms and/or documents that are officially recognized by the department for communications. This policy establishes a system for the development and implementation of written policies.
Policy:
It shall be the policy of the UW- Platteville Police Department to maintain an orderly written policy system to provide consistency in the Department's policies, rules, and procedures. The Chief of Police, and others as approved, shall be vested with the authority to issue, modify, or approve agency written policy.
Definitions:
- Rule - A specific level of conduct or responsibility to which a designated employee, group of employees, or all employees must adhere to as approved by the Chief of Police.
- Policy - A specific document that details an expected level of action or means of conduct for a detailed incident which may also establish a policy for the Department as approved by the Chief of Police.
Procedures:
- Chief Executive Officer Authority to issue, modify, or approve Department rules and policies. (1.4.4.1)
- Policies are issued, canceled, modified and approved by the Chief of Police,
- Or by his/her designee (1.4.4.2)
- Formatting/ indexing/ purging/ updating/ dissemination of written policies. (1.4.4.3)
- All policies shall be composed of a title, author, WILEAG standard and dimensions, issue date, review date, and revised date (if applicable). The body shall be in outline form, containing purpose, policy, definitions (if necessary) and procedures.
- Each policy shall be broken down into sections explaining the components of the policy.
- The Chief of Police will authorize the purging of any policy or rule.
- All probationary employees will be required to read, review, and acknowledge all rules and polices within the University Canvas online training course system.
- On an annual basis, all employees will be required to read, review, and acknowledge all rules and polices within the University Canvas online training course system.
- Upon release of a new rule or policy, all employees will be provided notification of the updated or new policy and a link to the most current version via the Department’s e-mail system,
- The Chief or his/her designee shall be the point of contact in answering questions and provide training on any new or revised rule or policy.
- When a policy is disseminated using the Department’s e-mail system, employees are required to read the order. If any employee needs clarification or explanation, the employee should contact his/her supervisor.
- The Chief or his/her designee will ensure that all employees, who do not open the e-mail, are contacted to determine the reason. If it is determined that an employee is intentionally avoiding the delivery process, the employee’s supervisor will be notified to take corrective action.
- All UW-Platteville Police Department rules and polices will be stored on the University Police SharePoint site, available online with the ability to download and print.
- Staff review of draft policies prior to implementation. (1.4.4.4)
- Rules and policies shall be reviewed and discussed at Command / Supervisory level meetings prior to implementation.
- Acknowledge receipt of policies by personnel (1.4.4.5)
- As stated above in Section B subsection d and e, all new employees will receive policy training via Canvas online course during their probationary status. All veteran employees will receive the same training on an annual basis via Canvas online course.
- The Canvas online course, requires an acknowledgement that all polices have been reviewed, for successful completion. Canvas then provides a report of all employees that have successfully completed the training to the Chief or his/her designee.
- System requiring periodic reviews of written rules and policies. (1.4.4.6)
- Policies and procedures shall be reviewed at the direction of the Chief of Police, with a comprehensive review conducted at least every three (3) years by the Chief of Police or their designee, unless a shorter review period is required by state statute or WILEAG standards.
