Purpose:
The UW-Platteville Police Department, on occasion, is requested for police services at various large-scale UW-Platteville events to assist with crowd control and provide a safe and secure environment for all patrons. To ensure police coverage at these events this policy sets forth pay incentives for police officers to volunteer to work such events.
Policy:
To ensure police officer coverage at large-scale events hosted by UW-Platteville Departments and Organizations, the University Police Department will offer an incentivized pay schedule, defined below and the University Police Department will chargeback the requesting department and/or organization to recover those expenses.
Definitions:
- Chargeback- An internal transfer of funds from one department to another
- Lump Sum- an amount paid to an employee in addition to their hourly paid work week.
- Overtime- Time worked above and beyond the forty-hour work week.
- Special Event- On-Campus events that are large in size and/or scale, out of the ordinary daily events, or require a law enforcement presence.
- Straight Time- Hours worked up to forty hours per week
Procedures:
- Upon request from a University Department and/or organization for police coverage beyond the on-duty officer’s typical day to day duties, the University Police Department will work with the requestor to determine the number of officers needed for their event.
- Rates
- Departments and/or Organizations will be charged a rate of $55/hr. per officer. Chargebacks will usually occur after the completion of the event or at the end of the semester (if the event is recurring throughout the semester).
- Unavailability
- In the event that UWPPD cannot fulfill a request for police services, UWPPD will work with the requestor to find other local agencies that could provide police officers, using the same rate as above.
- UWPPD administration will post by email and/or “sign up” document upcoming events that require additional police services, and will specify if that event will adhere to this policy or follow normal operating procedures as far as officer pay/overtime. This decision will be based on several factors, such as size and scope of event, and other event specific factors. Police Officers will be responsible for notifying UWPPD administration, in writing, if he/she plans on working one or more of these events.
- In the event the assigned officer is not available, due to unforeseen circumstances (car accident, sickness, etc.), UWPPD will do its best to provide some type of law enforcement coverage with the on-duty officer, provided there are no emergencies or other calls for service, he/she needs to respond to.
- Officer payment calculations for working events described in this policy.
- Officers will indicate, on their timesheets, the hours worked for an event, normally defined by the UWPPD administration.
- Officers will be paid a total of $55/hr. for each event worked regardless if they have met the forty hours of work for that work week.
- Example: Officer 1 ($27.94/hr.) has forty scheduled work hours for the week and volunteers to work a football game (4 hours) on Saturday
- Officer 1 will be paid his/her overtime rate of $41.91/hr. or $167.64 for the game.
- In addition, Officer 1 will be compensated in a lump sum payment $52.36 (55-41.91= $13.09 x 4)
- All together Officer 1 will be paid $220
- Example: Officer 2 ($27.94/hr.) has a vacation day (10 hours) scheduled during that work week, but volunteers to work a football game (4 hours) on Saturday
- Officer 2 will be paid his/her straight rate of $27.94/hr. or $111.76
- In addition, Officer 2 will receive a lump sum payment of $108.24 ($55-27.94= $27.06x4)
- All together Officer 2 will be paid $220.
- All lump sum payments will abide by all Federal and State tax implications.
- All lump sum payments require the completion of an online form that will be created by UWPPD administration. Police Officers will be forwarded that form for their signature, before any payment can be made.
- In the event a University Department and/or Organization needs or requires police coverage for an event in which any of the following, but not limited to, occurs, the hourly rate per officer may be increased, as agreed to between University Police and the parties involved:
- The time of the request is of short notice
- The service and/or responsibility requested is greater than just the average crowd control and general security provided at the event
- By nature of the event, expected attendance could be greater than expected.
- Any other event factors that may change the scope of an event or officer responsibilities.
- As specified in section A., UWWPD will chargeback University Departments and/or Organizations using the University approved chargeback process.
- University Departments and/or Organizations will need to provide the proper funding string for the transfer of funds.
- UWWPD will normally complete the chargeback upon completion of the event or at the end of the semester depending on the circumstances.
