Policy: Part-Time Employment

Purpose:
The University Police Department has authorized part-time police officer employment to assist full time sworn personnel with shift coverage, and special events.
Policy:
It is the policy of the UW-Platteville Police Department to employ part-time patrol
officers, to supplement the patrol schedule for vacancies resulting from temporary assignments, leaves, special events and other staffing priorities of the full-time patrol staff.
Definitions:
- Part Time Police Officer- For purposes of this policy, a part time officer is an employee who has worked less than 1040 in a 12-month period, is certified as a sworn law enforcement officer in the State of Wisconsin, and are in good standing or left their previous department in good standing.

- Part-Time officers are utilized for supplementing full-time officers with shift coverage and special events staffing for campus activities and providing law enforcement services consistent with applicable law.
- Part-Time officers have the same arrest authority and discretion as full-time law enforcement officers.
- Part-Time officers report to the Chief or his/her designee. Part-Time officers, will receive shift assignments, updates, and shift briefing information from the Chief and/or his/her designee.
- Selection Processes for Part-Time Police Officers
- The selection criteria applicable for full-time officers shall equally apply to part-time officers. These criteria include:
- United states citizen
- 18 years of age
- High school graduate or equivalent
- Possess or be eligible for a Wisconsin driver’s license
- No criminal record relating to police work
- Good physical and mental health
- 60 college credits.
- Certified or certifiable by the State of Wisconsin as a sworn law enforcement officer.
- Process for Selection
- Generally, the following components establish the selection process for part-time police officers:
- Application for employment;
- Oral interviews (Panel & Chief)
- Drug testing
- Medical examination;
- Character and background investigation
- In the event that current or former (separated less than one calendar year) full-time UW-Platteville Police Officer is seeking part-time status, the Chief or his/her designee will work with Human Resources on reinstating that officer in a part-time status.
- If the former full-time employee has been separated from the University for more than a year, he/she will follow the same process as any other qualified candidate seeking employment as a police officer with UW-Platteville Police Department, noted in letter “i” above.
- Recruit & Field Training for Part-Time Police Officers
- Recruit Training Required: Part-time officers are required to complete a recruit training academy or the Wisconsin Department of Justice, Training and Standards Bureau Reciprocity Examination prior to any routine assignment in any capacity which allows carrying a weapon or in a position to make an arrest. In Wisconsin, under the administrative rules of the Wisconsin Law Enforcement Standards Board, there is no distinction between full-time and part-time law enforcement officer certification.
- All Part-Time officers shall have completed a field training program equivalent to that of full-time officers.
- Additional training for specific special events shall be provided prior to the first assignment.
- Uniforms & Equipment
- Part-Time officers shall be issued the same uniform and equipment as those of full-time Department officers. Part-Time officers may use personally owned equipment provided the equipment is approved by the Chief or designee prior to its use.
- Part-Time officers are issued a name tag which shall be worn visibly on the uniform shirt.
- Part-Time officers assigned to special duties shall be issued equipment appropriate to that assignment.
- In-Service Training, Use of Force Training, & Firearms Proficiency
- As required by Wisconsin State Statute and the Wisconsin Department of Justice Training & Standards Bureau, all officers shall complete at least 24 hours of training annually, complete the DOJ handgun qualification course annually and complete vehicle pursuit training biennially.
- Part-Time officers shall be trained in department use of force policies prior to first assignment. The Chief or designee shall ensure such training is documented. Use of force policy training shall occur at the same frequency as full-time officers.
- Part-Time officers are required to attend all mandatory in-service training(s).
- Bonding & Liability Protection
- Liability protection is provided to all officers, employees and agents of the University under Wisconsin Statute, Section 895.46(1). Part-Time officers acting under the direction and control of the University and for its benefit are considered agents and are covered.
- Actions that could lead to potential liability claims shall be reported promptly to the UW–Platteville Risk & Safety Office.
- Performance Evaluations
- All Part-Time officers shall be evaluated on an annual basis. Part-Time officer evaluations shall be completed annually by the Chief or his/her designee.
