Purpose:
The purpose of this policy is to provide guidance with parking enforcement on the UW-Platteville campus.
Policy:
The University Police Department will enforce all parking rules and regulations described in the UW-Platteville’s Parking Policy and Regulations Manual, and provide public education anytime there are new parking enforcement initiatives and changes to any of the rules and regulations found in the document linked above.
Definitions:
- Parking Citation Appeals Committee- the Parking Citation Appeals Committee is comprised of non-University Police personnel. This committee is charged with making objective decisions on appealed decisions. A University Police Employee assists in scheduling meetings and tracking findings, but does not weigh in on decisions of this committee.
Procedures:
- Parking Enforcement
- Parking is restricted in University parking lots and streets surrounding campus, to ensure fair access to parking and to expedite the flow of vehicular traffic. All existing parking regulations will be enforced with reasonableness and impartiality.
- Dismissal of Parking Citations
- Parking citations may only be dismissed by the Parking Citation Appeals Committee following the standard review process, unless one of the exceptions below applies. When a parking citation is dismissed for any of the following reasons, the disposition must be noted on the electronic citation disposition record. No other method of dismissing a citation is authorized.
- Citations issued by Student University Resource Officers or University Police Officers which result in vehicles towed may be dismissed only by the Parking Citation Appeals Committee.
- Officers may request dismissal of parking citations if the citation resulted from an emergency call-in, holdover, or other unusual work-related circumstances.
- The Chief of Police or his/her designee may authorize dismissal of parking citations issued to citizens if the citation resulted from department or University related issues.
- The decision of the appeals committee may not be overturned by any University Police Department employee, except with the approval of the Chief of Police or designee.
- Appeals of the Committee’s decision, by the defendant, will result in a dismissal of the parking citation and an issuance of a Wisconsin Traffic Citation. This citation will have a court date and will be settled through the Grant County Circuit Court system.
